This trip follows the sighting of a U.S. Air Force Boeing C-17A Globemaster III transport plane and a U.S. diplomatic motorcade at a Moscow airport.
Neither the U.S. nor Russian governments have publicly commented on the identity of the U.S. official in Russia or the specific purpose of the visit. The CIA also did not immediately provide a comment. This marks what appears to be Ratcliffe’s initial known visit to Russia as CIA director, though he has maintained communication with his Russian intelligence counterparts.
Prior to Ratcliffe’s travel, the U.S. informed Ukraine that a high-level delegation would be journeying to Moscow and requested a suspension of strikes until the delegation’s departure, according to a senior Ukrainian official. The visit occurs as recent U.S. intelligence assessments suggest a potential shift in Russian President Vladimir Putin’s risk assessment.
