Greenville, S.C., County OKs Mountain Creek overlay

GREENVILLE, S.C. — Greenville County Council has created the Mountain Creek Community Overlay District, locking tighter subdivision rules onto about 4,000 acres near Paris Mountain, State Park Road, Wade Hampton Boulevard and Rutherford Road in Greenville County, S.C.

The ordinance adds larger minimum lot sizes, wider tree buffers and stronger canopy and stream protections for new major subdivisions inside the overlay.

County records cited in local reporting require a 50-foot undisturbed perimeter buffer, 100-foot riparian buffers along streams and that at least half of subdivided land be set aside as protected open space, with stormwater systems designed for a 100-year storm using low-impact practices.

Neighbors who backed the change said it is meant to preserve watershed character after rapid growth and flooding damage tied to Hurricane Helene, not to halt all building.

County leaders rejected a temporary development moratorium in September 2024 and instead worked toward a permanent overlay aligned with Plan Greenville County open-space goals.

The district also carries historic preservation expectations for sites inside the boundary, including parts of the former Camp Sevier World War I training grounds at the base of Paris Mountain.
