Lawsuit Challenges Greer Tax Rollback and ForGreer Borrowing

GREER, S.C. — Greer is being sued over how it set property taxes after the latest reassessment and how it paid for its ForGreer building program, with former Mayor Don Wall and former state Sen. Lewis Vaughn among those bringing the case.

Joined by the S.C. Public Interest Foundation and a number of Greer residents, the plaintiffs make two main claims. The first concerns the rollback state law requires after property values are updated, so a city collects about the same revenue as before. Greenville County last reassessed in 2025. Greer trimmed its rate by 2 mills, and the suit argues the cut should have been 6 mills.

The second claim targets the nonprofit Corporation ForGreer. The suit contends the city effectively controls it, and that treating the two as one would put Greer’s borrowing above $100 million, past its legal limit. The city’s lawyers have denied the allegations, said the suit shows no misuse of the nonprofit and asked a judge to throw it out.

The case seeks lower tax rates and corrected math going forward, not refunds of taxes already paid.

ForGreer is a package of four projects: a fire station, a public safety training center that opened in September, a downtown parking garage and a 200,000-square-foot sports and events center near Highway 14 and South Buncombe Road. Council approved spending of up to $69.3 million on that center, now called the Prisma Health Performance Center after a 10-year, $3 million naming deal with Prisma Health. Doors are scheduled to open at the start of 2027.
